GoDaddy and we now plan to move to Lunarpages. I do not know whether this test is really what I think it means, but if I ping both GoDaddy and Lunarpages, Lunarpages is back on GoDaddy 23ms and 55ms. Does this mean that Lunarpages servers, faster better? or has it all to do with my distance from their physical servers and my internet connection?

A table may, depending on the traffic of your Internet service provider and various other factors. It is a reliable method to determine if a server is faster than the others.
There are still other things to note, in addition to meeting the network only after this determination.
